So the ec2 cli tools are unable to reach Amazon? Perhaps there is a proxy on your network? try from a computer that's directly connected to the Internet
There was a bug that prevented the juju ec2 instance from bootstrapping completely. Upgrade juju to latest and try again. If it doesn't work, visit #juju on irc and shout :)
Just like you'd do it on ec2, you attach an ebs volume, save your data on it before terminating the machines
maybe make sure the nfs service is up on the server side
make sure no firewall is blocking the connection ...etc

AFAIK, iscsi cannot be shared between multiple machines. This is independant of UEC! The second point, UEC does not have EBS based instances, so if you stop an instance it terminates and disappears....
