FYI: I updated the pgl packages today, they are available for xenial, wily, vivid, trusty and precise now.
So now there is no need anymore to install from another dist.

sudo apt-get install pgld pglcmd pglgui

You'd need some special configure options, see the INSTALL file in the tar.gz
