The proprietary driver for ATi Radeon hd 4570 is trash, PERIOD! The only thing that fixed the tearing was updating to Lucid, the open source driver is way better than the proprietary driver on Lucid.
What version of Ubuntu are you using?

Are you using Lucid? Ubuntu didn't detect my USB devices and installing usb-modswitch (not sure about the spelling) from synaptic fixed the problem.

I don't recommend ordering the live cds if you have fast Internet connection, order the live cd if you have a crappy connection and you can't find any decent connection to use to download the live cd.

My friend gave me his laptop to install Ubuntu for him, I had the exact problem and and his laptop was also Acer Aspire 5710, plugging a mouse would fix the problem but it's still weird.
Doing a fresh install is always better. Try backing up your data from live CD/pendrive and do a fresh install of Lucid.
