Have you looked at your /var/log/syslog file while your VPN is connected? If you see packet buffering or reordering messages then your MTU is set too large.
The issue is the new Network Manager 0.7 setting the MTU too high by default. And there is no way to set it within the settings GUI. There are bug reports about this already. Anyhow, the fix is easy...
