    Tor is failing for some reason, you can restart it and watch the logfile - there
    might be a clue as to why.

    Did you edit /etc/tor/torrc ?

    Are you behind a restrictive firewall?

    I recommend you take a look in the logfiles for both Tor and Polipo;
    /var/log/tor/log
    and
    /var/log/polipo/polipo.log

    Make sure they don't report any errors.
