Deleted the .pulse folder and the problem was fixed on re-boot.

I had the same problem...this worked for me.
cd ~
cd .config/google-chrome
sudo chown <your user name>:<your user name> 'Local State'
sudo chown <your user name>:<your user name>...
Using 10.10 and this worked for me too.
