If you want to be productive choose Python - although this has nothing to do with GUI at all. If you'd asked what GUI I had said Gtk because it's really comfortable to code for and use as well.

I prefer XFCE over Gnome because it is light and I know what I have. It doesn't have large amounts of libraries which tend to slow down the system even if you don't really need them.
