    I think you have to give the bs (blocksize) to dd as an argument. Like this: (CD sectors are 2048 bytes, so this copies sector for sector.)

    Your problem might be just that the UUID of your swap-partition has changed (eg. if it has been re-formatted)
    and that is why your swap entry in your /etc/fstab -file...

    You can re-format that partition to be swap by:
    sudo mkswap /dev/sdbX
