It's not outdated. Those directions will still allow you to compile LinuxDC++ from source in Lucid. However, I recommend you install from PPA as mentioned in Update #2.
It's not released, it's just a PPA of the main development trunk which will eventually be 1.1.0.
LinuxDC++ also has segmented downloads in its latest version. It's not officially released yet, but you can find pre-release debian packages for it on our PPA on Launchpad:
