    Its really just a guess, but cant you got to >system>preferences>startup applications
    And add 'gnome-panel'
    Then when you start up gnome-panel should start with it

    Thank you for the link. I'm leaning twords OpenBox at this point. Its going to be either XFCE or OpenBox. Its a close race though. No one else has really caught my attention with something better.
