ifconfig eth0 down
then
ifconfig eth0 up

would that refresh the IP?

OK he solved it, all it took was a reboot.

You say you are using Feisty, have you got compiz running? As far as I know it is not a default package in Feisty.

Open a terminal and type
metacity --replace

that should turn off compiz if...
