I don't think that your hardware is the problem. Ubuntu is, as it's one of the heaviest distros around.
You could try a clean install of L/Xubuntu 20.04. I don't know the PPA mentioned above but...
Looking at this and your other thread it seems like so many problems have accumulated that a fresh install of 20.04 is worth trying.
Maybe time to try a newer kernel. Does a live boot of 20.04 shut down properly?

Before you put more time into 19.10: This release has only two months of support left. Have you considered beginning with a clean install of 20.04?

You need a supported kernel which accepts the Nvidia 304 driver. Ubuntu 16.04 is an option for a little less than a year to come.
Do you see the same problem in a clean install of X/Lubuntu 20.04?
Let's see if the hardware details give an idea.

If you have an HD 6450 you are good to go for many years to come using the default radeon drivers. Just install something lighter than Ubuntu which is about as heavy as one can go within the Buntu...
The problem has been posted for a few other users under 20.04. If everything else fails you could install 19.10 and use it for two months more.
There are only minor differences between 19.10 and 20.04 so if 19.10 is working fine you could keep it until july.
Anyway, if you want 20.04 then a clean install is a safer approach than trying to...
One of my rigs runs an RV516. I would not consider feeding it neither Gnome nor Wayland - just give yours a fresh install of X/Lubuntu and I guess it'll be fine.
