in the folder that you are running the application from .. is there a file that is similar to NAMEOFAPP.exe.config or something like that .. if so, rename it to a diff or a .bk file and try running...
are you sure the filename dose not have any extensions that you could be missing ? or was this file made by another user for which you do not have permissions to rename or mv in this case ?!

how about japanese characters ?? i m using a windows trading program with japanese characters .. everything works flawlessly after installing the japanese related fonts, except for few very important...

i dont suppose u need to be logged in skype as well .. have you tried logging out from skype ?? i could be wrong though .. just bouncing a few ideas :-)
nevermind .. found out an alternative solution .. tint2 ( available in the repos ) offers much more customization .. its auth file 'tint2rc' is present in the ~/.config/tint2/ ..
