I cannot give you advice on what card to buy but I can tell you that you should not buy any card that has a SIS chip in it as it is not supported. (they went out of business anyway!!)....

You need to check and see if you are using "pulse audio" and if you are, go into Skype settings and make sure that Skype does not have control over the sound manager.
