Personally I find that there are some odd bugs when Ubuntu's tiling extension is turned on. You can turn it off in the Settings app > Ubuntu Desktop > Enhanced Tiling has its own off switch.
In the Settings app, is Network > Proxy turned off? Ideally it is off.

It is a bug and will be fixed. Also, it only affects upgrades (including upgrades from an older Ubuntu release or for those already using Noble). New installs of 24.04 LTS are not affected.
