so basically what you're saying is you open a program from the launcher but no window opens, yet the icon shows in the panel?

or create a separate partition for 20.04 and keep your 18.04 for as long as you like.
the "restricted extras" is a package like any other: you can either download and install it like dolphin described or connect your machine to the net and let your package manager do it for you.
