Not too sure about how to get he banner to work, but, normally if the following file exists it shows that it needs a reboot:

/var/run/reboot-required

The error is basically saying the file isn't in the same directory.

I'd be tempted to back up my data and then boot using GParted Live or something similar, then shrink / partition and increase the /home partition

I've seen PS2 devices go bad and cause problems like this, have you tried a different PS2 kbd and mouse? May be a hardware rather than OS issue.

I'd try booting to a Live CD first, and if the sound works in that, then you know it's something wrong with the installation, so at least that would discount a hardware issue.
