    If the "Other drive" is not the 1st drive the BIOS you may have issues.

    If the "Ubuntu" drive is external or internal drive 2 I suggest you unplug the Win 7 drive (so Ubuntu will not see it)....

    I suggest that you burn a copy of Ubuntu on to a CD/DVD and try installing from there. I suspect that Grub has not been installed, as you suspected. Not all USB drives are good for this type of work....
