Same issue with my pitivi, but also with KDEnlive which both make use of ffmpeg which also cannot encode h.264 since 10.04.

I tried setting the Medibuntu repostitory in sources.list, removing ffmpeg and reinstalling help aand also installing libdvdcss2 but with no luck:
