The OP asked about Kubuntu, not Ubuntu. Whereas Ubuntu 8.04 is LTS, Kubuntu 8.04 is not LTS because for the first time KDE4 was available as part of the distro.
I can only think, then, that you've got a hardware issue. Our software configurations are the same, so your CanoScan should simply work when you plug it into your USB port.
