Nope. For upgrading from 11.04 ot12.04 you'll have to go through 11.10.
Otherwise do a fresh and clean install by downloading 12.04LTS from the Ubuntu site.

Install NTFS-3g driver using the software centre which will enable you to access your NTFS partitions of windows from Ubuntu.
From the dash home select syst properties>keyboard>layout(at the bottom of the window)>add{the plus sign(+)[again from the bottom]}
