Recently started happening to me as well on both laptop and desktop running 14.04
Just launch the application you want to attach to the Launcher and right click the icon and lock to launcher.

I suffered with no wifi / bad wifi until I installed the 3.14.1 kernel. Works well now. Radical surgery, but well worth it.
You can use Unity Tweak Tool -> System -> Desktop icons
sudo apt-get install unity-tweak-tool
If you launch chrome an icon should appear in your dock. You can right click this and make it a launcher
