Why don't you change your apache to Name-based bound to your local ip? something like this

have you tried changing any other settings on my.cnf to see if mysql actually reads it's conf the same file you are editing?

85.x.x.224/27 from which i own .254

78.xx.xx.88/29 from which 89-95...
