@Celtic -- That's the problem outlined in the original post. I set the system to start without the need to enter a password. The option is given in the Settings. I took advantage of that setting....

First must make sure PolicyKit Authentication Agent is enabled. Then changes can be made. When a change is made, the authentication box pops up.
