    I don't care about the operating system, I can reinstall that easily. I just use rsync to copy my data across my desktop, laptop and external hard drive to keep them in sync and keep several copies....

    No the quality won't come back. Once converted to a lossy format, the quality is lost for good. You'd need to rip from the original source to get it back into a lossless format.
