At best it should fix your issue, at worst it might not do anything to help you.
Further to what @Impavidus wrote, it is possible/probable that the Function button that turns the touchpad on and off has been pressed.
This should be the terminal response to the commands in your screenshot.

Apt needs to be told where the downloaded package is. Assuming it is in your Downloads folder.
