I just use a flash drive and copy off all of Documents and any special directories (in my case, 'python') and then copy them back after a clean install.

I use GTK on my Ubuntu machine but only because that's what comes with Ubuntu. On my Windows machine at work I use Tkinter, again because that's what comes with the installation.
My guess is that it depends on how you have your data organized. Without seeing your code it's hard to say but if you have lists of data organized by frequency, or a dictionary of lists of data...
I like Tkinter on the PC (but I was already familiar with Tcl/Tk). On my Linux PC I use GTK because it works well with Gnome.
