I think you should check your BIOS setting. You can change the CPU fan speed ans also you can restore you BIOS settings from there.

normally ubuntu use banshee media player to play sounds. sometimes banshee media players got automatic hang. so, i think you should download vlc media players for audio & video.

i think you should contact your service provider for better speed. yes speed is depends on network and software both, but you already said that you got high speed at starting and it goes down...
