The easiest way to tell is to run Ubuntu from the live cd, without installing. It will run the operating system from the CD in RAM.

If you can do all the things you need to do from the live CD,...

1) You can install vlc using the Synaptic Package Manager in System>Administration>Synaptic Package Manager

2) or to do it 'old school' you could type this command in a terminal

One of the the tabs is labeled 'Other Software'. The ppa at launchpad that you installed should be ticked under that tab. Unticking it should remove that ppa from your sources list.
