I will first admit that I am not familiar with the open command.
The conventional way is to call up the program that will handle the file, then call the file.
e.g.: $ gedit /path/to/file/file.txt...
Open gedit (or your preferred text program) and then open the following file with it:
home/yourdirectory/.config/autostart/drapes.desktop
(Note the dot [.] in the .config, it's a hidden folder)...

When called from the menu it shows a window in the Panel but will not open and then disappear.
