Okay. Try adding ia32-libs to the list of packages to remove.
sudo apt-get remove ia32-libs ia32-libs-multiarch:i386

Well if you really don't need the libsane:i386 package, you could always try "removing" it.
sudo apt-get remove libsane:i386
From what I recall, you can whitelist apps for the "systray" in Unity with gsettings. Try

Try
sudo apt-get clean && sudo apt-get autoclean && sudo apt-get -f install
That should clear out APT's cache, redownload the files and try to install the dependencies again.

You could try installing Jupiter or indicator-cpufreq, which makes it possible to manually adjust the CPU frequency and how it's dynamically adjusted.
