I'm using Ubuntu 10.10...
And I'm having the exact same problem...

When I ping with terminal, it worked fine...
But I tried the Network Tools' Ping, and I couldn't get even 1 success ping...

But somehow, it seems like when I do tip #1 to tip #4, only tip #1 did remove some unused package for me...
Maybe coz I'm still new in Ubuntu, n haven't tried everything yet...
