As of Ubuntu 12.04 after installing the LAMP server from tasksel I had to do:
sudo apt-get install curl libcurl3 libcurl3-dev php5-curlTo get curl working.

For the Kubuntu people wondering if they can replace .gnomerc with .kderc -- in my experience that doesn't work.
For Kubuntu I do the following (circa 10.10 Maverick):

Catalyst 10.10 fixes the problem. The DKMS/kernel fix applies to Catalyst 10.9. This should no longer be an issue.
