I fixed it. It was the damned xfce compositor.

I have been using Xubuntu for years and installed 19.10 yesterday.
I noticed a new autostart setting called "im-launch". It executes the following command:

I disabled autostart so it won't melt down my CPU.
This is something new in 19.10. As far as I know I don't have anything that uses ICC color profiles so I probably don't need it.
I just did a fresh install of Xubuntu 19.10 and an autostart program called xiccd is running several instances using up 99% CPU and about to overheat my laptop.
That must have been what happened. Today it updated the kernel with no held packages or other problems.
