Javascript is read and interpreted by a browser, often embedded in HTML for a "richer and more dynamic browsing experience" which is marketing lingo for "infect with malware and get cross site scripted" ;-)
You can disable it in the browser itself or control it with NOScript in FF or NOTScript in Chrome
