Gnome Classic, Bottom Panel is Empty
Yesterday I just installed Gnome Classic via Terminal.
After I login to Gnome Classic (No 3D effect) ... as 10.04, there are 2 panel.
1 at the top and 1 at the bottom.
But no matter what application is opened, my bottom panel is always empty.
How can I make all opened/run application is displayed the bottom panel?

Adding the panel will not mean anything other than the panel being present; you will need to add whatever uyou want to it with Alt+Rt click, which gives you almost everything that was available in the gnome 2 panel.
There was a problem at one point with having the two panels that appear by default, and many users managed with just one, either at the top or the bottom, but not two. I have always run gnome with just a single panel to save desktop space, so it did not worry me. I believe that twin panel problem has now been solved so you may not have any difficulty.
There is a great and long thread at http://ubuntuforums.org/showthread.php?t=1966370 which you may find useful, dealing with many details of the gnome-classic (no effects) desktop in 12.04.

It sounds like you're missing "Window List":
