bad sound - install equalizer? Pulse Audio still bad?

I have a problem with weak PC speakers, that under Windows just never get very loud, and with Ubuntu they do give out much more sound, but there's a terrible droning and crackling as soon as I turn them up to a reasonable volume.
So I thought I might fix that by fiddling with the equalizer, maybe tuning down the bass etc., but I see there is no equalizer for system sound. When looking for advice in the forums, I found this thread and this one, but they both refer to older versions of Ubuntu and I'm not sure whether any of it still applies. Can anyone give me some pointers?

I use the Pulse Audio Equalizer and my sound is much better than on my Win 7 . Some of the pre-sets have to be adjusted because they were made on a different system . I have to admit I have nice speakers , but the EQ makes a big difference . http://www.webupd8.org/2011/04/syste...equalizer.html
