I've been having some problems with ubuntu 8.10 audio mostly and I was looking through the Package Manager and saw missing recommends will installing these possibly my fix problems?

Without knowing what your problems are it is impossible to say what will and what will not help you. However, I suggest you enable the medibuntu (https://help.ubuntu.com/community/Medibuntu) repositories and get all the codecs etc etc that may be needed for a start. Then you can start looking elsewhere if you still have difficulties, with possible changes to your default sound system settings and other system-wide changes that may be needed.

Also it might help going to Administration>Software Sources and opening all your repositories. Then do:
sudo apt-get update
sudo apt-get dist-upgrade
