I have installed Cairo-Dock via sudo apt get install cairo-dock and now cairo dock will not run without the terminal running is there anyway to make it run if the terminal is off?

I think you can use the "run" program, or you could add a button to the panel. My cario-dock added a button to Applications>System tools, so you might be able to click that.

There are a couple ways (I can think of 3).
1)

2) You press Alt + F2 at the same time and type cairo-dock in.

3) If you what to cairo-dock to start whenever you log in, you have to add it to your sessions. To do that click on System -> Preferences -> Sessions.

Then under the Startup Programs tab click on add. Then type cairo-dock in each.
