Hi I'm new to ubuntu and I'm trying to learn how to install something when I download it. Like a program (file-roller-2.18.4.tar.gz) I downloaded it so I could open rar files from torrents.

Rather than downloading and manual installing, try System > Administration > Synaptic Package Manager and search for the program you want to install.

the EZ way
in term thats termanal
the apt you are installing has a name.
use apt-get install program name.
is EZ

If you need to unrar stuff, install the "rar" (and I think maybe "unrar" as well) packages from System->Administration->Synaptic

This will allow the file unzipper that comes with ubuntu to be able to unrar stuff
