I have downloaded hundreds of packages. I tried saving them, but couldn't figure out, which one was for which. Is there some way, i can save them, so that it acts as a repository. I mean can i back it up on a CD, so that i don't need to download the packages next time, (say i, reformat or something like that).

Sounds exactly like APTonCD (http://aptoncd.sourceforge.net/).

Of course, Debian being Debian, they have their own thoughts on the subject.... (http://www.debian.org/doc/manuals/repository-howto/repository-howto.en.html)
