When I open steam (to play team fortress 2) it "glitches" from the menu screen to the valve logo... Does anyone know how to fix this?

No, And I also have a ATI graphics card (thought it might be a problem) it has it proper driver, but I know they are a hard mother to work with...

Hello.
There have been many similar problems floating around. Add "-dxlevel 81" to your Team Fortress 2 launch options. If you still have problems, disable compiz while you play (System -> Preferences -> Appearance -> Visual Effects -> None).
If it ends up working, remove "-dxlevel 81" from launch options (don't worry, your DirectX level won't change back). If you do not do this, your Team Fortress 2 video options will reset every time you startup the game.

not quite familiar with steam but ive had it to have achievs in tf2 (didnt buy) as far as i know there you probobly right click on tf2 in steam or sumtin and add -dxlevel 81 tough i might be wrong about the location but GL

In the My Games tab of Steam (where you normally double click on Team Fortress 2), right click on Team Fortress 2 -> Properties -> General -> Set launch options... Add "-dxlevel 81" to it (without the quotes of course). Then launch Team Fortress 2.
One more thing...ALWAYS open Steam, and THEN launch TF2 from there. Don't use a shortcut like the one created when you install TF2.

Trap3d is correct. In the My Games tab of Steam (where you normally double click on Team Fortress 2), right click on Team Fortress 2 -> Properties -> General -> Set launch options... Add "-dxlevel 81" to it (without the quotes of course). Then launch Team Fortress 2.
One more thing...ALWAYS open Steam, and THEN launch TF2 from there. Don't use a shortcut like the one created when you install TF2.

Well I have tried the DXlevel thing, like you guys said, but it still is glitchy (I have screen shot if you would like to see it), im (right now) blaming it on my ram. Which is only 1GB :P

Which is only 1GB :P What do you mean by "glitchy"? Is it slow/laggy? Are you able to join a server and play without graphical problems (disregarding "glitchy"ness)?
The recommended amount of RAM is 1 GB...so you're on the edge. Try turning your settings down (Options -> Video -> Advanced). I would turn them all to low, and if you can play nicely, then you can gradually increase them.

on the same track, does Half Life 2 work well under wine?

I cant get on a server.. and by "glitchy" I mean its like the menu then it will blink the valve logo again, and keep doing that, its getting real annoying...

I had the same problem for a loooong time, and I fixed it by disabling compiz. System -> Preferences -> Appearance -> Visual Effects -> None.
