Where is Repository With Windows?

I use Ubuntu Linux on an older computer with no internet access. I use a new Windows Vista laptop to download programs off the Web with free Wi-Fi at my local coffee shop. How do I get to the Ubuntu repository? Where is it at? When I attempted to get new programs on the Linux computer it was attempting to open "security.ubuntu.com..." Any help would be appreciated.

Check out packages.ubuntu.com, you can use the search at the bottom. Don't forget to also download the dependencies!
