Subversion server

I'm wanting to install a subversion server on my server to track modifications made to my website. Basically I want to be able to monitor first off who made the change (which user from the /etc/passwd database made the change), what they changed (code-wise) and when they made these changes.

I also want to monitor version numbers aswell.

Can subversion do this?
