It happens when I open various applications including VirtualBox (in screenshot), Steam games, and other programs.88744
Any ideas?

It could be one of a number of things causing it.
VirtualBox runs fine for me on Vista Premium 32 bit. I've heard that Steam can crash if there's not an active internet connection when it first starts.
You could try running VirtualBox as Administrator, apart from that you could try reinstalling the programs that crash.

Question to those with other answers:
Is it unreasonable to think a memory test might be in order if many applications are throwing that error? With RAM problems I expect random crashes and reboots, but this one is odd.

one of the first things i do if i get random errors is a ram check, it doesn't take long, and can save a lot of time tracking down most other reasons for problems if the ram does prove to be the problem.
