Opening command-prompt based .EXE files

Hi,

I have a command-line based executable file called 'MacShift', as it sounds like, it changes the MAC address of specific NIC. The problem is that I installed Office 2003 without any problem but this file isn't opening, the mouse pointer moves up & down as usual (when opening win32 binary .exe) but nothing happens;

Does anyone can help solve this problem?
