changelog of upgrades

is there a way to see the changelog (of upgrades) of packages on synaptic? on apt-get? using the website?
I'd like to see why I am upgrading a package that appears in synaptic as upgradable...
also, is there a place where upgradable packages are advertised other than the critical (official) security updates? thanks...

Sure, just highlight the package name in Synaptic.
Then from the main menu:

Package > Download Changelog
