What are you trying to randomize, the public IP? That is really up to your ISP, but if you can access your modem/router/gateway interface you may be able to try dropping and then re-establishing a connection. That may cause the ISP's dhcp server to issue a new IP address.

No solution yet, but is this (http://ubuntuforums.org/showthread.php?p=5936854#post5936854) similar to what you're trying to do?
