I'm looking for some good video software for Windows. Preferrable freeware or open source.

What I'm trying to do is capture and edit mpeg2 files.

Does anyone know of any good software?

Well it's not FOSS, but it's free:

Windows Movie Maker

You probably already have it installed.

movie maker 2 part of sp3 is good for free stuff

I thought that Movie Maker couldn't capture to Mpeg. Also, for some reason Windows MM has never worked on my computer. It always crashes, even after a fresh install. I haven't tried it with SP3 though.
