GIMP Help - Tools Not Working

I recently opened my GIMP program to find that whenever I clicked on a tool, nothing came up in that bottom box, where the specifics of the tool are supposed to be. I researched a little on Google and found someone had suggested re-installing the program, so I did, only to find the same problem. Has this happened to anyone else? Can I fix it somehow?
